Even with undervolting (Curve Optimizer) the temperatures are 85+°C. I also reapplied a better thermal paste ( Thermal Grizzly) and tightened the cooler but nothing changed. The GPU shows perfect temperatures so the flow rate should be also fine.

Try and grab your cpu cooler and see if it sits loose or if its tight.. also you only need to appy a tiny amount of paste when you install the cpu cooler.
